The Consolidated Disabled Veterans’ Outreach Program (DVOP) Specialist / Local Veterans’ Employment Representative (LVER) assists with the development of the service delivery strategies for veterans and educating partner staff with current employment initiatives and programs for veterans. Additionally, the DVOP/LVER Employment Representative will provide outreach and facilitate placements to meet the employment needs of eligible veterans and eligible spouses entitled to benefits, in accordance with priorities as determined by the Federal Department of Labor.

THE HIRED CANDIDATE WILL BE RESPONSIBLE FOR THE FOLLOWING

The DVOP/LVER Employment Representative II performs duties outlined in Title 38 of the United States Code (U.S.C.), 4104(b)(1)(2), as amended by Public Law 100-323. The incumbent will assure the local office compliance with Federal Regulations, standards of performance and contractual provisions of the grant agreement mandating special services for Veterans. The following duties are included in this code:

•Conduct employer outreach and seminars to advocate for Veterans
•In conjunction with employers, conduct job search workshops and establish job search groups
•Facilitates employment, training and placement services furnished to veterans in Career Center under the Employ Florida service delivery system
•Maintains regular contact with community leaders, employers, labor unions, training programs, and Veterans’ Organizations to keep them apprised of eligible Veterans, and other appropriate organizations as directed for employment and/or training opportunities
•Plans and participates in job and career fairs
•Informs Federal contractors of the process to recruit qualified veterans, which may include reports and/or data
•Promotes credentialing and licensing opportunities for veterans
•Assisting with the development of the service delivery strategies for veterans in their assigned career center, as well as educating all Career Center partner staff with current employment initiatives and programs for veterans

Performs duties set forth in Title 38 of the United States Code (U.S.C.), Veterans Program Letter (VPL) 03-14 and VPL 03-14 Changes 1 & 2 through a case management process including:

•Comprehensive and specialized assessments of skill levels and service needs
•Development of an individual employment plan to identify the employment goals, appropriate achievement objectives, and appropriate combination for services for the participant to achieve the employment goals
•Group career counseling
•Individual counseling and career planning
•Short-term pre-vocational services that may include development of learning skills, communication skills, interviewing skills, punctuality, personal maintenance skills, and professional conduct to prepare individuals for unsubsidized employment or training

Coordinates with Department of Veteran Affairs Vocational Rehabilitation and Employment (VRE) counselors to provide case management assistance to VRE (Chapter 31) special disabled Veterans and other Veterans with Significant Barriers to Employment (SBE).

Provides outreach to local organizations, such as, but not limited to local colleges, technical training centers, apprenticeship programs, and community based (non-profit - including faith-based) to educate the organizations serving Veterans on how to identify veterans with SBEs and to refer veterans to the Disabled Veterans Outreach Program Specialist located at the Career Center for services.

THIS POSITION HAS THE FOLLOWING JOB RELATED REQUIREMENTS
•Appointment to this position must be made in the order of preference provided by Public Law 100-323, as follows: First to qualified service-connected disabled veterans; then, if no such disabled veteran is available, to qualified eligible veterans; and if no such eligible veteran is available, to qualified persons (as defined in 38 U.S.C.) Applicants applying via the Internet must ensure that required military documentation, DD form 214 and/or current US Department of Veterans’’ Affairs (VA)/ Defense letter reflecting character of discharge is submitted prior to closure of job announcement.
•Must become certified as a Workforce Development Professional (Tier 1) within 12 months of appointment.
•Required to travel locally and must furnish own transportation.
